Introduction:

This guide provides essential information for ETSI Member Official Contacts. It summarises key points from the ETSI Statutes, Rules of Procedure, and Technical Working Procedures in the ETSI Directives which together define the rights and obligations between ETSI and its members.

1: Role, Responsibilities, and Secretariat Contacts

Your role as Member Official Contact

You were appointed as the Official Contact either by the signatory of the membership application or as a replacement for a previous contact.

As the Official Contact, you are:

  • The primary representative of your organisation to ETSI
  • The default Voting Contact for all member votes
  • The default Financial Contact, unless your organisation has designated someone else (invoices are sent by default to Official and Financial contacts)

You may appoint additional Voting Contacts by emailing [email protected].

Key Responsibilities

  • Maintain accurate and up‑to‑date organisational data, including affiliated delegates
  • Ensure timely payment of annual membership contributions
  • Respond to membership review requests and other membership‑related enquiries
  • Distribute ETSI communications internally (e.g., Collective Letters) - CLs are sent by default to Official and Voting contacts registered for your organisation

2: Important Deadlines

Membership contribution payments

  • January: All membership contributions are due
  • 30 April: 5% late payment penalty (if unpaid)
  • 31 May: If unpaid, access rights are suspended from 1 June
  • 31 August: If unpaid, expulsion and transfer of outstanding debt to a recovery agency

Annual Membership Review (for next calendar year)

Deadline: 30 September

Before the autumn General Assembly, members must:

  • Review their ICT & Electronic Communications Related Turnover (ECRT) or (for Administrations) confirm the country’s GDP
  • Confirm or update SME/Micro‑Enterprise status according to EU definitions
  • Communicate any changes to the Secretariat

Your declared status as of 30 September determines:

  • Your Class of Contribution for the following year
  • ETSI’s annual budget

Resignation from ETSI membership

  • Membership automatically renews annually
  • To resign effective 31 December, notify ETSI by 30 September via the Portal web interface or at [email protected]
  • Notifications received after 30 September take effect on 31 December of the following year, and contributions for that year still apply

3: Working Tools and related topics

ETSI OnLine (EOL) accounts

Your own EOL account gives access to password‑protected areas and allows you to manage your organisation’s participation.

As Official Contact:

  • You receive notifications for all EOL accounts linked to your organisation
  • Accounts remain active unless you request their deletion
  • Regularly review your organisation’s delegate list

All EOL account holders can update their username, password, and personal details. When logged into the Portal, they can perform various actions, including resetting the username and/or password and changing the password and updating personal contact details.

Maintening Organisational data

Only the Official Contact (and Financial Contact, where applicable) may request updates.

With your EOL account, you can:

Membership Contributions

  • Invoices are sent to the Official Contact (and Financial Contact, if designated)
  • Payments after 30 April incur a 5% penalty
  • Non‑payment leads to access suspension, final demand notices, and possible expulsion
  • Rejoining ETSI is not possible until all outstanding debt has been fully settled

3GPP and oneM2M membership via ETSI

3GPP Membership

  • ETSI members in Class 1 or 2 pay an additional fee
  • From Class 3 onward, 3GPP membership is included
  • To apply, email [email protected].
  • ETSI/3GPP members must also indicate expected attendance at face‑to‑face meetings for funding purposes
